Jennifer Ly is Vice President, Biostatistics and Programming at Worldwide Clinical Trials. With more than 25 years of experience in a global clinical development organization, she has advanced through biostatistics roles, from biostatistician through senior and executive director leadership over biostatisticians and programmers, building expertise in clinical trial design, statistical strategy, regulatory submissions, and cross-functional leadership focused in Phase II and III.

She began her career as a biostatistician, serving as lead statistician for moderate-to-large studies and authoring analysis plans, designing data presentations, and developing SAS programs for statistical analyses and reporting. As she progressed into management and senior leadership roles, she directed statistical strategy, client engagement, and delivery quality across a diverse portfolio of clients and therapeutic areas and oversaw a global team of more than 100 staff with full responsibility for hiring, training, performance management, and resource allocation. She project-managed a global departmental reorganization, aligning staff into specialized pillars to improve focus and efficiency, and served as point leader for continuous improvement strategy, driving modernization of statistical and programming workflows and analytical platforms.
As Executive Director, she established and led governance frameworks within therapeutic units to ensure improvement activities aligned with departmental strategy, and significantly increased eTMF compliance in the Phase II/III division, strengthening inspection readiness and regulatory quality. She also led a division-wide initiative in the lab services organization that improved procurement and inventory management, generating $1.8M in first-year savings. In her most recent role as Director of Practical Process Improvement, she partnered with scientific, operational, and digital leaders to plan for AI-enabled approaches to clinical development workflows, with a goal of driving a doubling of annual efficiency gains in capital, through operational efficiencies, technology implementation, and resource optimization.
Jennifer holds an MS in Applied Statistics from Rutgers University and a BA in Mathematics from The College of New Jersey. She holds a PROSCI Change Management Certification and is completing her Six Sigma Green Belt. As Vice President, Biostatistics and Programming, she is a key member of the Worldwide Flex Leadership Team, with full accountability for the recruitment, retention, and development of high-performing biostatistics and programming teams worldwide and financial oversight of the function.
